Explanation and Answer:

National Library Week is a national observance first sponsored by American Library Association in 1958. In mid 1950’s, it was observed that Americans were spending less on books and spending more on radios, televisions and musical instruments and they were reading less. Therefore, in 1954, ALA and the American Publishers formed a non-profit citizen’s organization called National Book Committee. The goals of this committee were very ambitious and ranged from encouraging people to read in their increasing leisure time to improving incomes and health, and developing strong and happy family life. The committee developed a plan for National Library Week in 1957. It was based on the idea that once people were motivated to read, they would support and use libraries. The first National Library Week was observed in 1958 with the theme “Wake Up and Read”. National Library Week is observed each year in April, generally the second full week.
In India, Ayyanki Venkata Ramanaiah, Secretary, Andhra Pradesh Library Association organized an All India Library Meeting on 12th November 1912 in Madras, which lead to the formation of Indian Library Association (ILA). ILA declared 14th November as National Library Day. Since 1968, 14th – 20th November has been celebrated as National Library Week all over India and various programs are organized to let the public know about the libraries. 14th November was also the birth day of our former Prime Minister Jawaharlal Nehru.
